Apply the distributive law a(b+c) = ab+bc
In this case:

0.5(2.6x - 4) + 2.3(1.4x - 5) =
0.5(2.6x) + 0.5(-4) + 2.3(1.4x) + 2.3(-5) =
1.3x - 2 + 3.22x - 11.5 =
combining like terms
4.55x - 13.5
