Let y be the amount of soap.
y/10 = .25
So y = 10 * .25 = 2.5 gal.
No soap is added or removed, so the 2.5 gallon amount of soap stays the same in the new solution. Now add x gals of water to the 10 gallons of 25% solution to make a new 5% solution.

2.5/(10 + x)= 0.05
10 + x = 2.5/.05
10 + x = 50
x = 40 gals
